Records management and archiving administrator - Interim Support

Location: EUAA Malta HQ, Valletta Harbour

Salary Category IV - Gross monthly: EUR 3,920.31

Job Description

Responsibilities:

  • Support the Head of Sector and the Document Management Officer(s) in ensuring that the necessary administrative, records management, archiving and library tasks are performed in accordance with the Agency’s standards.
  • Perform tasks relating to records and archival management, including amongst others:
    • Contribute to the organisation, implementation and cataloguing of the paper archive;
    • Carry out electronic scanning of paper documents and upload to the electronic document and records management system;
    • Collaborate in administering and maintaining the electronic document and records management system; 
    • Collaborate on the development, implementation and follow-up of records and archival management procedures;
    • Collaborate on other related tasks, as required.
  • Perform tasks relating to library management, including amongst others:
    • Coordinate the smooth and efficient operation of the library, e.g., library/interlibrary loan requests, cataloguing, etc.; 
    • Contribute to the acquisition and management of library resources and subscriptions and in the development of the library collection in accordance with the Agency’s needs;
    • Performing other related tasks, as required. 
  • Contribute to communication and training activities, including amongst others: 
    • Provide the Agency’s staff and personnel with information on records, and archival management and on library services via the intranet site, email and other communication channels;
    • Contribute to the organisation and supervision of the network of DMO Correspondents;
    • Develop training materials concerning records, library and archival management; 
    • Provide support during training sessions on records and archival management and library services. 
  • Perform general tasks, including amongst others:
    • Perform administrative and finance-related tasks (e.g., data-entry agent), as required; 
    • Organise internal meetings, including drafting agendas, meeting documents, presentations, minutes etc.;
    • Maintain the relevant files up to date;
    • Perform other related tasks, as required.

Minimum Requirement

  • Professional/practical experience of at least 2 years related to the tasks described under Responsibilities, particularly in: 
    • Document, records, and archival management;
    • Use and implementation of electronic document, records and archival management systems (e.g., use of metadata, retention schedule, file plan, data privacy);
    • Library services (e.g., acquisition and reference services).
  • Completed university studies of at least three years attested by a diploma in the field of records, archival and information studies or equivalent;
  • Knowledge of document, records, and archival management and library services, as well as knowledge and understanding of applicable international standards in the field

Advantageous criteria

  • Thorough knowledge of English (level C1 in all dimensions as per the Common European Framework of Reference for Languages or CEFRL)

Required skills and competencies

  • Computer literacy, including electronic document, records and archival management systems, MS Office suite, use of internet and web-based applications;
  • Strong organisational skills;
  • Accuracy and attention to detail.

Non-resident rate: Non-Maltese employees who are moving to Malta for the purposes of employment will be subject to "Non-resident" tax rates for the first 183 days from arrival – these are higher than the standard rates. Once 183 days of residence are reached, income tax will be recalculated for the entire period of employment in the current year from arrival in Malta, and the tax will be adjusted to recover any overpaid tax. If the 183-day period extends into the following year, and 183 days of residence in Malta are not accumulated, the overpaid tax will need to be claimed back from the authorities with personal income tax return.
